
Project Overview
The Bung – Van Ninh project involves deploying an Intelligent Transportation System (ITS) along a roadway, encompassing the supply and installation of display systems at the IOC Operations Center and electronic VMS signs along the route. The objective is to modernize traffic monitoring and operations while providing timely information to road users, thereby enhancing safety and traffic efficiency across the entire route.
Customer Requirements
The customer set forth specific requirements for the ITS system along the Bung – Van Ninh route, including:
- Operations Center (IOC): A large-scale centralized display system capable of monitoring the entire route using CCTV camera feeds, ITS equipment status, and real-time operational data.
- Display Quality: The display system must deliver seamless imagery, high reliability, 24/7 continuous operation, and allow flexible, easy content management.
- VMS Electronic Signs: Deployment of electronic signage along the route to provide real-time traffic information to drivers. VMS signs must comply with EN12966 standards, display clearly under Vietnam’s outdoor environmental conditions, support multiple languages (including Vietnamese), and allow flexible remote content updates.
- Centralized Monitoring and Control: The system must enable centralized monitoring, control, and synchronized content updates from the IOC operations center.
Proposed Solution
Following on-site surveys and requirements analysis, the proposed solution comprises two main systems:
1. LCD Video Wall System (IOC LCD Video Wall)

The central display system at the IOC includes:
- 48 LCD display units with an ultra-narrow bezel of 0.88mm, ensuring seamless display for a unified large screen.
- Synchronous hardware: Dedicated video wall controller with synchronized power and signal cabling.
- Management software: Content management and scheduling software allowing flexible layout configuration.
Key features:
- Simultaneous display of multiple data sources: CCTV, traffic maps, ITS equipment status, operational charts
- Flexible display layout management based on monitoring needs
- Stable 24/7 operation
- Integrated design from hardware to software, ensuring compatibility and high stability
The system serves as the nerve center for monitoring and managing traffic across the entire route.
2. VMS Traffic Sign System (P10 – EN12966)

The electronic signage system along the route includes:
- 4 full-matrix LED VMS P10 signs, each measuring 1,760mm x 1,280mm
Technical specifications:
- Compliant with EN12966 standards for electronic traffic signs
- High brightness, suitable for Vietnam’s harsh outdoor conditions
- Wide viewing angle for easy long-distance visibility
Key features:
- Real-time traffic information display (speed, warnings, guidance)
- Multi-language support, including fully diacritic-marked Vietnamese
- Incident alerts, traffic regulation, route guidance
- Remote content and brightness adjustment from IOC
- Remote monitoring of each sign’s operational status
The VMS system serves as a direct information bridge from the operations center to road users, contributing to enhanced safety and traffic efficiency.
Deployment Process
The project was implemented through a systematic process comprising the following steps:
- Installation site survey: Identifying key points along the route and positions before intersections for VMS sign placement, ensuring visibility and effective information delivery.
- System design: Detailed design of the video wall and VMS systems tailored to actual site conditions.
- Equipment installation & system integration: Hardware installation, network infrastructure connection, and full system integration.
- Software configuration & operational testing: Management software configuration, display layout setup, and comprehensive testing of all monitoring and control functions.
- Acceptance & handover: Full inspection, evaluation, and handover of the system to the project owner.
Throughout deployment, occupational safety and fire prevention requirements were strictly adhered to.
Project Results
Since going operational, the ITS system along the Bung – Van Ninh route has delivered positive results:
- Real-time traffic monitoring across the entire route at the IOC Operations Center, enabling operators to gain a comprehensive understanding of traffic conditions.
- Visual, centralized display via the high-resolution Video Wall system, allowing simultaneous display of multiple data sources on one seamless large screen.
- Rapid information delivery to drivers through the VMS sign system, enabling road users to proactively adjust their routes and speed.
- Enhanced safety levels and reduced traffic risks through timely warnings of abnormal situations.
- Creation of an expandable foundation for future ITS applications, ready for integration of additional smart devices and features as development needs arise.
